The German. 

in 2007 Irish Filmmaker Nick Ryan received €70.000,- from the Irish Film Board to make a 10min. short film. The Filmmaker used the complete budget on the live action components of the film so he had no money left for visual effects. With having more then 120 visual effects shots it took the filmmaker over more then six month at a 2K resolution to finish the film.
